Afzal said that they found that the vehicle was reported stolen.
One of the people in the car shot at the officer, the chief said, leading to a pursuit that eventually ended in the 1700 block of South Gettysburg Road.
During the pursuit, he said, a police cruiser hit a pedestrian near South Euclid Avenue and Germantown Street.
The officer was not injured, Afzal said, but the pedestrian suffered non-life-threatening injuries.
Bullet casings were recovered at the scene of the shooting.
The chief added that one person was arrested at the scene on South Gettysburg Avenue.
Dayton police on social media asked the public to avoid part of South Gettysburg Avenue due to police activity Thursday afternoon.
South Gettysburg Avenue was closed in both directions near the 1700 block.
The post was later updated to say police were no longer at that location.
SWAT, Hostage Negotiation Team crews and approximately a dozen police cruisers were seen on the scene.
